"Unassigned" resources/people

Need the ability to add work that has been scheduled/booked but is not yet assigned. Currently I'm using a user called "UNASSIGNED" but this is a temporary "hack".
In other systems I've seen this handled either as a confirmed/unconfirmed request, or by having generic resources.
